गत 15 अगस्त को भारत ने अपने 76वां स्वाधीनता दिवस मनाया। यह एक मौका है जब हमें इस मुद्दे पर आत्मचिंतन करना चाहिए कि हमारी राजनीति आखिर किस दिशा में जा रही है। आज से 76 साल पहले भारत के प्रथम प्रधानमंत्री जवाहरलाल नेहरु ने दिल्ली के लालकिले की प्राचीर से अपना ऐतिहासिक भाषण दिया था। उस समय देश बंटवारे से जनित भयावह हिंसा की गिरफ्त में था और ब्रिटिश शासकों की लूट के चलते आर्थिक दृष्टि से बदहाल था। हमारा स्वाधीनता संग्राम ने, केवल ब्रिटिश औपनिवेशिक सत्ता की खिलाफत नहीं की बल्कि भारत के लोगों को एक भी किया। उन्हें भारतीयता की एक साझा पहचान के धागे से एक सूत्र में बांधने का काम भी किया।
संविधान सभा ने एक अभूतपूर्व ज़िम्मेदारी का निर्वहन किया। उसने भारत के लोगों की महत्वाकांक्षाओं और भावनाओं को समझा और उन्हें देश के संविधान का हिस्सा बनाया। हमारा संविधान एक शानदार दस्तावेज है। उसकी उद्देशिका न केवल स्वाधीनता आन्दोलन के मूल्यों का सार है वरन वह आधुनिक भारत के निर्माण की नींव भी है। नेहरु की नीतियों का लक्ष्य था आधुनिक उद्यमों और संस्थानों की स्थापना। भाखड़ा नंगल बाँध के निर्माण की शुरुआत करते हुए नेहरु ने स्वतंत्रता के बाद देश में स्थापित किए जा रहे वैज्ञानिक शोध संस्थानों, इस्पात और बिजली के कारखानों और बांधों को आधुनिक भारत के मंदिर बताया था। इनका लक्ष्य भारत को वैज्ञानिक और औद्योगिक प्रगति की राह पर अग्रसर करना था।
भारत आधुनिक देश बनने की राह पर चल पड़ा। औद्योगिकीकरण हुआ, आधुनिक शैक्षणिक संस्थाएं स्थापित की गई, स्वास्थ्य के क्षेत्र में प्रगति हुई, दूध और कृषि उत्पादन बढ़ा और परमाणु व अंतरिक्ष सहित विज्ञान के लगभग सभी क्षेत्रों में शोध कार्य प्रारंभ हुआ। इसके साथ ही संवैधानिक प्रावधानों के चलते दलितों का उत्थान हुआ और शिक्षा व अन्य क्षेत्रों में महिलाओं की भागीदारी को प्रोत्साहित किया गया जिससे वे सामाजिक, राजनैतिक और आर्थिक क्षेत्र में अपनी उपस्थिति दर्ज करा सकीं। यह एक बेजोड़ और कठिन यात्रा थी जो 1980 के दशक तक जारी रही।
सन् 1980 के दशक में देश को प्रतिगामी ताकतों ने अपनी गिरफ्त में ले लिया और साम्प्रदायिकता, राजनीति के केन्द्र में आ गई। शाहबानो के बहाने लोगों के दिमाग में यह बैठा दिया गया कि भारत की सरकारें अल्पसंख्यकों का तुष्टिकरण करती रही हैं। मंडल आयोग की रपट को लागू करने की वजह से भी साम्प्रदायिक राष्ट्रवाद को बढ़ावा मिला। ‘आधुनिक भारत के मंदिर’ निर्मित करने की बजाए हम मस्जिदों के नीचे मंदिर खोजने लगे। मस्जिदों को गिराना और उन्हें नुकसान पहुंचाना एक बड़ा मकसद बन गया। इससे सामाजिक विकास की प्रक्रिया बाधित हुई और आम लोगों को न्याय सुलभ करवाने और उनके जीवन को समृद्ध बनाने का सिलसिला रूक गया। महात्मा गांधी का आखिरी पंक्ति का आखिरी आदमी राजनैतिक सरोकारों से ओझल हो गया।
मंदिर की राजनीति के कारण जो हिंसा हुई उससे समाज ध्रुवीकृत हुआ और राजनीति में साम्प्रदायिक ताकतों का दबदबा बढ़ने लगा। मुसलमानों के अलावा ईसाईयों के खिलाफ भी हिंसा शुरू हो गई और जैसे-जैसे साम्प्रदायिक हिंसा बढ़ती गई वैसे-वैसे साम्प्रदायिक ताकतें भी ताकतवर होती गईं।
मंदिर के बाद गाय राजनैतिक परिदृश्य पर उभरी। मुसलमानों और दलितों की लिंचिंग होने लगी। घर वापसी का सिलसिला शुरू हुआ और लव-जिहाद के मिथक का उपयोग मुस्लिम युवकों को निशाना बनाने के साथ-साथ लड़कियों और महिलाओं के अपने निर्णय स्वयं लेने के अधिकार को सीमित करने के लिए भी किया गया।
सामाजिक विकास की दिशा पलट गई। आर्थिक सूचकांकों में गिरावट आने लगी, भुखमरी का सूचकांक बढ़ने लगा और धर्म, अभिव्यक्ति और प्रेस की स्वतंत्रता को सीमित किया जाने लगा। सार्वजनिक क्षेत्र के बेशकीमती उद्यमों को सत्ताधारियों के चहेतों को मिट्टी के मोल बेचा जाने लगा। कई अरबपति जो सत्ता के करीबी थे जनता के पैसे चुराकर विदेश भाग गए। गरीबों और अमीरों के बीच की खाई और चौड़ी होने लगी। वैज्ञानिक सोच को बढ़ावा देने की बजाए प्रधानमंत्री हमें यह बताने लगे की प्राचीन भारत में प्लास्टिक सर्जरी इतनी उन्नत थी कि हाथी का सिर मनुष्य के शरीर पर फिट किया जा सकता था। और यह तो केवल शुरूआत थी। सभी ज्ञानी हमें यह बताने लगे कि संपूर्ण आधुनिक विज्ञान हमारे प्राचीन ग्रंथों में मौजूद है।
इसके साथ ही भारतीय संविधान को बदलने की मांग, जो कुछ धीमी पड़ गई थी, फिर से जोर-शोर से उठाई जाने लगी। साम्प्रदायिक राष्ट्रवाद के चिंतक यह तर्क देने लगे कि भारत के सभ्यतागत मूल्यों (अर्थात ब्राम्हणवादी मूल्यों) को संवैधानिक मूल्यों से ऊंचे पायदान पर रखा जाना चाहिए। यह सामंती, पूर्व-औद्योगिक समाज की तरफ लौटने की यात्रा थी। इस यात्रा में न्याय के नाम पर बुलडोजरों का इस्तेमाल किया जाने लगा।
मणिपुर, नूह और मेवात में हिंसा की पृठभूमि में हम अपने गणतंत्र के भविष्य को किस तरह देखें? समस्या केवल राजनीति के क्षेत्र तक सीमित नहीं है। समाज में नफरत का बोलबाला है। बिलकिस बानो सहित हिंसा के अनेकानेक पीड़ितों को न्याय नहीं मिल पा रहा है। हिंसा करने वाले और नफरत फैलाने वाले बेखौफ हैं। ‘सभ्यतागत मूल्यों’ का हवाला देते हुए नए संविधान के निर्माण की वकालत की जा रही है। कुल मिलाकर हम पीछे जा रहे हैं।

हम आज एक चौराहे पर खड़े हैं। राजनैतिक पार्टियों को भी यह एहसास हो गया है कि नफरत की नींव पर खड़ी साम्प्रदायिक विचारधारा कितनी खतरनाक है। वे संविधान और प्रजातांत्रिक मूल्यों की रक्षा के लिए साझा मंच बनाने को तैयार हो गए हैं। भारत जोड़ो अभियान की तरह की कई पहल हुई हैं जो शांति और सद्भाव का संदेश फैला रही हैं। कर्नाटक में जो हुआ उससे यह साबित होता है कि प्रजातंत्र को बचाया जा सकता है और जो लोग हमारे स्वाधीनता संग्राम सेनानियों के सपनों को जिंदा रखना चाहते हैं, उन्हें अवसाद में डूबने की जरूरत नहीं है। इस समय विभिन्न विघटनकारी ताकतें ‘आईडिया ऑफ इंडिया’ पर हमलावर हैं। वे भारत के संविधान को अपने रास्ते में बाधा मानते हैं। उनका एजेंडा एक ऐसे देश का निर्माण करना है जिसमें आम आदमी की आवाज अनसुनी ही रह जाएगी।
हम केवल उम्मीद कर सकते हैं कि आने वाले समय में मानवीय मूल्यों को बढ़ावा मिलेगा और हर व्यक्ति चाहे उसका धर्म, जाति या लिंग कुछ भी हो, सम्मान और गरिमा के साथ अपना जीवन जी सकेगा। और सभी की मूलभूत आवश्यकताएं पूरी होंगी।
